The second in-person FEI Board meeting of the year took place on 4 November 2025 in the framework of the FEI General Assembly 2025 organised in Hong Kong, China (CHN).
One of the resolutions taken by the FEI Board includes allowing Russian and Belarusian athletes to return to FEI team competitions under a neutral flag.
The FEI communicated the following:
Further to the changing approach within the International Federations (IFs) and the Paralympic Movement, the Board reviewed the situation regarding the Russian Equestrian Federation and Equestrian Federation of Belarus and took the following decisions:
• the checks of neutrality will be delegated to the relevant NFs. Appeals will be handled by the FEI. The decision is effective immediately.
• allow the participation of Russian and Belarusian athletes in team competitions under a neutral flag. The decision will be effective as of 1 January 2026.
• allow the organisation of FEI Events in Belarus. The decision will be effective as of 1 January 2026.
• Suspend the maintenance requirement CES Officiating Review for Officials from Russia and Belarus needed for the maintenance of their status, due to their inability to officiate.
